E-invoicing in Lithuania: B2G mandatory via SABIS, voluntary B2B, Peppol adoption and how eConnect supports invoicing to Lithuania.
Lithuania was one of the first EU member states to introduce B2G e-invoicing: suppliers to the Lithuanian government have been required to invoice electronically since 2017. The country uses the Peppol network and the national SABIS platform. B2B e-invoicing is currently voluntary.
All suppliers to Lithuanian government entities must submit their invoices electronically via the SABIS platform (General Account Administration Information System). This platform replaced the earlier E.sÄ…skaita system in September 2024. Invoices can be submitted via the SABIS portal, via API integration or via the Peppol network.
Since 1 January 2025, invoices from oral agreements, regardless of the amount, must also be sent via SABIS.
For B2B e-invoicing, no concrete mandate dates have been announced, but Lithuania will, like all EU member states, be bound by the ViDA DRR obligation for cross-border transactions from 1 July 2030.
Lithuania uses the European standard EN 16931 as its basis. The supported formats are Peppol BIS Billing 3.0, UBL 2.1 and CII. There are no country-specific extensions (CIUS), making the format fully interoperable with other European countries.
Lithuania is connected to the Peppol network for cross-border invoice exchange. The Lithuanian identifier is the Legal Entity Code (EAS 0200), a 9-digit registration number. The SABIS platform is linked to Peppol, so invoices sent via a Peppol Access Point are automatically delivered to the correct government entity.
Via eConnect, you can route invoices to Lithuanian organisations through the Peppol network. The PSB recognises the Lithuanian Legal Entity Code (EAS 0200) and routes invoices automatically. For B2G invoices, you reach the Lithuanian government's SABIS platform directly via Peppol. You don't need to adjust your invoice format: the PSB handles any necessary conversion automatically.
