E-invoicing in Cyprus

E-invoicing in Cyprus: B2G via Peppol and EU directive, voluntary B2B adoption and how eConnect supports invoicing to Cyprus.

Cyprus follows the European standards for e-invoicing, with a focus on B2G transactions. The Cypriot government accepts e-invoices conforming to EN 16931 via the Peppol network. B2B e-invoicing is currently voluntary, but the country is preparing for the European ViDA obligation.

All central government entities in Cyprus have been obliged to receive and process e-invoices conforming to EN 16931 since April 2019. For sub-central authorities, this obligation has applied since April 2020. Suppliers are currently not yet obliged to send e-invoices, but can do so voluntarily via Peppol or the government portal ARIADNI.

For B2B, there are no concrete plans for a national mandate. However, Cyprus, like all EU member states, will be bound by the ViDA DRR obligation for cross-border transactions from 1 July 2030.

Standards and formats

Cyprus uses the European standard EN 16931 for e-invoices. The most commonly used syntax is Peppol BIS Billing 3.0. There are no country-specific extensions (CIUS), which makes interoperability with other European countries straightforward.

Peppol

Peppol is actively used for B2G e-invoicing in Cyprus. Suppliers who wish to send invoices to Cypriot government entities can do so via a certified Peppol Access Point. There is no separate Cypriot Peppol Authority and there are no country-specific PASR requirements.
