E-invoicing in Finland: Finvoice, OVT registration, PASR requirements and high digital adoption.
Finland has one of the highest e-invoicing rates in Europe. Approximately 90% of invoices are sent digitally. Finvoice is the Finnish invoice standard that has been widely used for years. Through Peppol, Finnish businesses are also reachable internationally.
By way of indication: Finland processes approximately 325 million e-invoices per year. The national register contains approximately 370.000 businesses. There are approximately 13.000 Peppol end-users and approximately 780.000 Peppol transactions per year.
The Finnish PASR (approved 2025-09-09 by Valtiokonttori) includes the following key points:
Finvoice is the Finnish invoice standard and is used both via the banking network and via Peppol. For international invoicing, Peppol BIS 3.0 is the recommended route. The eConnect PSB supports both routes.
