Digipoort error on government delivery (error code 420)

What error code 420 at Digipoort means and how to resolve a government delivery problem.

When sending an invoice to a government organisation via Peppol, the error message "Technical problem at delivery service of requesting party" may appear, often with error code 420 or AFS400. This means the invoice was successfully sent by eConnect, but there was a technical problem during the Digipoort processing on the recipient's side.

What is happening?

Invoices to the Dutch government are routed via Peppol to Digipoort, the government's digital gateway. Digipoort processes the invoice and delivers it to the receiving government body. Error code 420 means Digipoort received the invoice but could not successfully forward it to the recipient's final system.

This is not an error in your invoice and not a problem at eConnect; the issue is at the delivery service of the receiving government organisation.

What can you do?
  1. Forward the error message to the Helpdesk e-invoicing of the government. You can get in touch via helpdesk-efactureren.nl. Include the invoice number, the recipient's OIN and the complete error message.
  2. Contact the recipient to report that the invoice was not delivered to their system. The recipient can ask their own IT department or software vendor what the cause is.
  3. Wait for confirmation before resending the invoice. Once the problem on the recipient's side has been resolved, you can resend the invoice.
Tips for invoicing government bodies
  • Always use the OIN number (Government Identification Number) as identifier. The OIN consists of exactly 20 digits, including leading zeros.
  • Set both OrganisationID and Send via to OIN/OINO. If these do not match, the invoice may be rejected.
  • You can find the OIN number of a government organisation at oinregister.logius.nl.
  • When invoicing the Dutch central government, entering an IBAN number is mandatory (Basisfactuur Rijk).
